The SME Packages programme is funded by the Ministry of the Economy at 70% of eligible costs, which must be between €3,000 and €25,000 excluding VAT. Run by the Ministry of the Economy, the House of Entrepreneurship and the Chambre des Métiers, it helps SMEs go digital. Graffiti is an approved provider that carries out the digital project itself; the application is handled via MyGuichet.lu.

The SME Packages programme is an entrepreneurial support scheme financed by the Ministry of the Economy at 70% of eligible costs, which must be between €3,000 and €25,000 excluding VAT.
The programme is run jointly by the Ministry of the Economy, the House of Entrepreneurship and the Chambre des Métiers, and helps small and medium businesses go digital. You commission the work through an approved provider such as Graffiti; once your application is approved, you pay the invoice in full, VAT included, the project is delivered, and the grant is then reimbursed to you.
The House of Entrepreneurship and the Chambre des Métiers remain the sole official points of contact for the procedure, the eligibility conditions and the submission of your file via MyGuichet.lu.

The math
What you advance, and what comes back.
Nothing is deducted from the invoice, because the grant is a reimbursement, not a discount. You advance the whole thing, VAT included; the money comes back afterwards. On a €10,000 project, €11,700 leaves your account before a single euro comes back. The grant is paid out only once the project is delivered and the file closed. * The VAT is never part of the grant, which covers the cost excluding VAT only: you advance it like on any other business purchase and recover it through your VAT return.

Acknowledgement in 1–2 weeks; the funding decision typically follows within ~6 weeks.

Once approved, we build your package. You pay the invoice in full, VAT included, and we submit proof of payment.

Evaluation & grant
A short evaluation closes the file, and the grant, 70% of the cost excluding VAT, is reimbursed to your account. The VAT you advanced comes back through your VAT return.
Important: Never sign the quote before you receive a positive decision from the Ministry. Signing early disqualifies the project.

- How much do I advance, and is VAT reimbursed?
- You advance everything. You pay the full invoice upfront, the entire project cost plus VAT on all of it, so on a €10,000 project €11,700 leaves your account. The grant is then reimbursed after delivery and covers 70% of the cost excluding VAT, that's €7,000 back. The VAT is never covered by the grant: you advance it and recover the €1,700 through your normal VAT return, exactly like any business purchase. Once the grant and the VAT have both come back, your real final cost is the €3,000 share.
- Who is eligible for SME Packages?
- Your business needs a registered office in Luxembourg, fewer than 250 employees, annual turnover under €50 million, and a valid business permit (autorisation d'établissement). Companies under one year old qualify with support from the House of Entrepreneurship and a business plan.

- Yes. Graffiti Creative Studio is an approved SME Packages provider (prestataire agréé), a requirement of the scheme, and carries out the digital project itself. - How long does SME Packages approval take?
- Expect an acknowledgement of receipt within 1–2 weeks and a funding decision from the Ministry of the Economy within roughly 6 weeks. Important: never sign the quote before you receive a positive decision. Signing early disqualifies the project.
- What digital services can SME Packages fund?
- Under the Digital Marketing package: a responsive website and e-commerce, SEO, advertising campaigns (social and Google Ads), content, photography and video, Google Business Profile and analytics setup, plus domain, hosting and maintenance. There are also AI (automation and chatbot) and Cybersecurity (NIS2) bonus packages.
