The principle
You commission the project. The State pays most of the bill.
SME Packages is a subsidy programme from Luxembourg's Ministry of the Economy and the Chamber of Commerce. It exists to help small and medium businesses go digital — websites, marketing, and the tools that run a modern company — by covering the majority of the cost.
The grant reimburses 70% of your project's cost (excluding VAT), up to a ceiling of €25,000 per package — so a maximum of €17,500 back in your account. You commission the work through an approved provider like Graffiti; once the Ministry approves your file, you pay, deliver, and the grant is released to you.

The math
What you pay, and what comes back.
The grant covers 70% of your project, excluding VAT — so you're responsible for the remaining 30%, plus VAT on the full amount. The VAT is not reimbursed by the grant: like any business expense, you recover it through your VAT return. Here's the real math on three project sizes — your true, final cost is the 'Your share' column.

* VAT is not part of the grant. You advance it upfront and recover it through your VAT return, exactly like any other business purchase — so the 'You pay upfront' figure includes VAT you get back. Once it's recovered, your real, final cost is your share alone: €900, €3,000 or €7,500.

- How much do I actually pay, and is VAT reimbursed?
- You pay the 30% of the project the grant doesn't cover, plus VAT on the full amount upfront. The VAT is not reimbursed by the grant — instead you recover it through your normal VAT return, exactly like any business expense. So on a €10,000 project you advance €4,700 (€3,000 share + €1,700 VAT) and, once the VAT is recovered, your real final cost is just the €3,000 share.

- Your business needs a registered office in Luxembourg, fewer than 250 employees, annual turnover under €50 million, and a valid business permit (autorisation d'établissement). Companies under one year old qualify with support from the House of Entrepreneurship and a business plan.
- Is Graffiti Creative Studio an approved SME Packages provider?
- Yes. Graffiti Creative Studio is an approved SME Packages provider (prestataire agréé) and has been for over a year — a requirement of the scheme. We prepare your file, submit it to the Ministry, build the project once it's approved, and guide the paperwork through to the grant payment.
- How long does SME Packages approval take?
- Expect an acknowledgement of receipt within 1–2 weeks and a funding decision from the Ministry of the Economy within roughly 6 weeks. Important: never sign the quote before you receive a positive decision — signing early disqualifies the project.
- What digital services can SME Packages fund?
- Under the Digital Marketing package: a responsive website and e-commerce, SEO, advertising campaigns (social and Google Ads), content, photography and video, Google Business Profile and analytics setup, plus domain, hosting and maintenance. There are also AI (automation and chatbot) and Cybersecurity (NIS2) bonus packages.
